05/2003 - Present: “Managing Liquor Concepts” (self-employed)
Serves as an Independent Alcohol Server Trainer for the PA Liquor Control Board Responsible Alcohol Management Program (R.A.M.P.) throughout the entire Commonwealth of PA.

Instructs wait staff and ID checkers for PLCB
liquor licensed premises relative to the subjects of Sales to Visibly Intoxicated Patrons and Sales to Minors / concentration on Administrative, Criminal and Civil (Dram Shop Laws) Liabilities / Compliance & Routine Inspections.

 Consultant work involving “Nuisance Bars”, mediations between community groups, neighbors, law enforcement agencies, etc.; preparation for citation procedures; surveillance, interviewing, photography work.


12/1994 – 04/2003: Commonwealth of Pennsylvania – State Police, Bureau of Liquor Control Enforcement
Supervisory position in the Philadelphia Metropolitan area responsible for identification, prioritization and planning of complete and thorough investigations with focus and emphasis upon effective prosecutions and liability issues, law enforcement actions, including the management of staff assigned duties.

Community Network Officer responsible for university community and neighborhood information programs regarding the Pennsylvania State Police programs available to citizens and community activist groups.

Member of the Philadelphia District Attorneys Office Public Nuisance Task Force, responsible for all State Police efforts in identifying and investigating all nuisance bars in Philadelphia County, as well as coordinating efforts between appropriate city, state and federal agencies.

Also served as the Eastern Section Supervisor for the Special Investigation Unit in Harrisburg responsible for investigations concerning gambling, pecuniary interests, club, malt and brewed beverage distributor and brewery audits as well as special assignments as directed by Bureau Headquarters Command Staff.


08/1987 – 12/1994: Commonwealth of Pennsylvania – State Police, Bureau of Liquor Control Enforcement
Enforcement Officer assigned to the Philadelphia District Enforcement Office responsible for assigned undercover investigations relative to the operations and illegal activities in liquor licensed establishments as well as establishments commonly referred to as “speakeasies” (premises where alcoholic beverages are sold without having first procured a license to sell such by the PA Liquor Control Board); also conducted Border Patrol activities in search of offenders who purchased alcoholic beverages in surrounding states and who then transported same into PA without having paid taxes on such and also conducted Minor Patrol. Assisted other law enforcement agencies in joint investigations relative to illegal activities in liquor related establishments.


11/1975 – 08/1987: Commonwealth of Pennsylvania Liquor Control Board.
Enforcement Officer assigned to a Special Investigations Unit in Harrisburg which was responsible for traveling the entire Commonwealth performing the same duties as listed above; however additional duties included doing background investigations and training new employees.
